Luke Allen is Co-Director of Global Primary Care and Future Health Systems at the University of Oxford. He is a physician, public health specialist, and researcher whose work focuses on strengthening primary healthcare systems, advancing universal health coverage, and applying innovation and digital technologies to improve population health globally.

Dr. Allen's research examines how health systems can better prevent and manage chronic diseases, respond to emerging health challenges, and deliver equitable, high-quality care. His interests include primary care, health policy, global health, health system resilience, digital health, implementation science, and sustainable healthcare. He works with governments, international organizations, and healthcare providers to develop evidence-based strategies for improving health outcomes, particularly in low- and middle-income countries.

Alongside his academic role, Dr. Allen is a practicing clinician with experience in family medicine and global public health. He has contributed to research and policy initiatives with organizations including the World Health Organization, supporting work on noncommunicable diseases, primary healthcare, and health system strengthening. His publications span global health policy, preventive medicine, and healthcare innovation.
