David Willetts was born on 9 March 1956 in Birmingham, England. He studied Politics, Philosophy and Economics (PPE) at Christ Church, University of Oxford, graduating with first-class honors.

He began his career in public policy and government, serving in the HM Treasury and later at the No. 10 Policy Unit under Margaret Thatcher. He subsequently worked in the financial sector before entering elected politics.
