Dr. Luke Allen, MD, PhD, MPH, is a family physician and global health advisor who serves as the Co-Director of the Global Primary Care and Future Health Systems team at the University of Oxford's Nuffield Department of Primary Care Health Sciences. Operating at the interface of research, policy, and practice, he acts as a senior consultant to the World Health Organization (WHO) and the World Bank, advising over 20 ministries of health on health sector reform. He led technical chapters for the WHO Primary Health Care primer, contributed to the foundational background documents for the Astana Declaration on PHC, and was recently appointed to chair the Lancet Primary Care Workforce Commission. A board member of the Oxford Digital Health Institute, his research focuses on the deployment of clinical decision support tools and the responsible integration of AI into general practice. Dr. Allen completed his medical training at the University of Bristol and his MPH at Harvard University.
